From June 1, 2025. Poland has a new law regulating the employment of foreigners. This is the biggest change in years, redefining the responsibilities of employers, employment agencies and the employees themselves. What do the new regulations mean for business and how to navigate them?

Key changes in the employment of foreigners

Full electronification of procedures - All applications, contracts and submissions are now handled online. No more paperwork, but also no more oversights - the system enforces full formal compliance.

Abolition of labor market test - employers no longer need to obtain confirmation from the starost that there is a shortage of Polish candidates for a given position. This is a major simplification, especially in shortage occupations.

New information obligations - The employer must provide a copy of the contract even before work begins and report the start and end of work by a certain date.

Higher penalties for mistakes - Even minor lapses can cost from 3 to 50 thousand zlotys. The amount of sanctions increases with the number of foreigners employed.

Changes in employee outsourcing - No more illegal "hiring of people." Only temporary labor or process outsourcing can operate legally.
